The PEM Model is a resource designed to identify and support youth and children who are witnesses or victims of domestic violence. The model includes five core principles – Protection, Education, Mediation, Support, and Linkages – that provide an overarching framework for service provision. It is based on the recognition that children and youth require specialized responses that address their unique experiences and exposure to domestic violence.
